Probably true. I bought a Vivitar Series 1 90/2.5 macro with a mild case of fungus. I got it for less than a hundred bucks, spent sixty to have it disassembled and cleaned. It's as good as new with no damage to coatings and has remained fungus free for six years. But since it had a new home, it was never returned to the place where it acquired the fungus.

I suspect that the biggest reason fungus reappears is that while the lens may be fungus free, where the lens is stored remains contaminated.
