The place to start is your local camera store, who will give you the name of the Nikon sales rep for your area. Start at the bottom of the food chain and go from there. Nikon is a good company to deal with.

When I was working camera retail, we sent a Nikon in for repair one time. Sadly, the box fell off a trolly at the courier and was run over by a courier van, which rather flattened it. Nikon sent out a brand new replacement camera, and handled the insurance claim in house. We got a letter explaining what had happened (they didn't come out and say how, just that when they recieved it, they determined the camera was unrepairable), and that was that.
