It may simple be imagination combined with the ability to analyze the facts at hand and hypothesize about where that will lead in the future.

Sometimes I am thinking whether sci-fi writers
(such as e.g. Ray Bradbury, George Orwell, etc)
were genius in forseeing the future
or other people just implemented those fantasies.

I heard of an experiment where a group of engineers was
given some partial records of a researcher who had invented some
device but died. They were asked to recreate that device by
only knowing it functionality.
They were able to create something that was not functioning perfectly
but was working nevertheless.
When another group of engineers was given the same task without being told
about presumed researcher who accomplished that, they couldn't
do that, simply refusing that as being impossible.
True story or not, it is indicative of a trend.

A cyborg comes back from the future to stop the research that leads to an implanted device allowing the government to track your every move.
