no it isn't. It's differential reproductive success due to inherited variability. The concept of 'devolving' is silly, and implies some sort of progress towards something. This idea is not part of evolution, which is blind. What you've mentioned is so-called Social Darwinism - a political movement based on a warped understanding of biological evolution.
