Juan, Have Red file the report ~now~ ... I cannot emphasize that too strongly. The longer she waits the more excuses there may be for the police to further shirk their responsibilities, and while I cannot say for sure, delay in filing the report may have some effect on subsequent prosecution.
If she wants fast attention, she can organize a march and picket the police .... they'll be on the case in a flash!
