Yes.  You can ship via DHL from a Post Office.

Not only can UPS, Fedex, etc., not deliver to a PO box, it is actually illegal for them to put envelopes/packages into your mailbox. You buy the mailbox and put it up, but technically it is USPS property.

We ran into all of this some time ago when postal rates were going through the roof and we explored sending magazines to subscribers via UPS or some other courier. The magazine industry even looked into starting their own courier service just to handle magazines. But this was dropped when it turned out that customers would have to put up a separate mailbox just for their magazines!
