The only reason I mentioned Elements is that it offers RAW processing, is inexpensive (which seemed to be a "feature" you wanted), and has some features that are well ahead of PS 7.0, and led even later releases of PS. Since a DL and tryout is free, what's to lose except DL time ...
In a different venue someone mentioned Picture Window Pro. I've not tried it but downloaded it for evaluation. Not used it yet so I can't comment, but, since the DL is free and the trial is for 30 days (IIRC), it might be worth looking at.
