I have mixed emotions towards this. It is at least two motifs in one frame. Romantic streets without any life, and a post industrial scenery in the background. On one hand that's a bit confusing. That confusion could make me go to "next picture" mode. But it didn't. It made me stop thinking on shifting times. I believe it the lighting that made me start reflecting. The lighting is a bit "supernatural", and that put me in reflecting mode.
The composition is very good, IMO. There are a lot of details, but they are neatly lined up, making my eye scanning the whole image. I only wish there were something going on in the street, adding a dimension of life. On the other hand, that might destroy this supernatural feeling that made me stop in the first place.
