Actually, Toronto doesn't get very harsh winters at all. I used to
live in Montreal, where the winters were colder with much more snow
than here.
Halifax tends to have moderate winters as well, with rain and snow.
But, they do have the odd cold snap, and due to their proximity with
the ocean, when the do get blizzards they tend to be monsters.

I was out west the winter of '96 when Victoria,BV got 64cm in 24 hours.
Victoria, BC doesn't own a snowplow. They normally don't get snow, and
if they do, it's maybe a centimeter or two.
Osoyoos, where I was staying, in the BC interior, got about 3' over the
2 weeks I was there, and had a couple feet when I arrived. Osoyoos,
which is in a desert, rarely gets more than 1' for the entire winter.
