If you have the marque tool selected, it has an "options" dialog available that is
in the same palette as "Navigator" and "Info".

In the options for "crop" you can select "normal", "constrained" and "fixed".
You'll probably want to set it to "normal".
"constrained will keeps a choosen aspect-ratio, fixed select a fixed size.

After selecting the area to crop with the marque tool, you actually crop it using
the the menu image->crop

You can also select the "crop" tool, that will marque and crop in the same action, it
also has "crop-options" in that same palette, I think it has an option to
use a "fixed" crop where you specify size and pixels/inch.
