I agree that CS' File Browser is very slow to work ... you have to
set it up to start and let it finish before you do much else.
You should upgrade to Photoshop CS2. CS' File Browser and other
facilities, including the RAW converter, is nowhere near as capable
as CS2's Bridge, which is also far faster and allows much more easily
used automation for repetitive operations.
Picasa2 may be faster even than that. I sometimes look at thumbnails
with iView MediaPro for similar reasons of speed, but i find it much
much easier to work exclusively in Photoshop CS2+Bridge+Camera Raw
when sorting, selecting, and converting than to swap back and forth
between applications. I use iView primarily for cataloging and
finding photographs to work on across different folders and even off-
line storage volumes.
As recommended here many times before, "Real World Camera Raw with
Photoshop CS[2]" by Bruce Fraser is a fantastic resource to make
Photoshop RAW workflow practical and efficient. One understood and
adapted to your particular habits/needs, I haven't found anything
else to compete with it.

For a quick look Picassa2 is very much faster than either CS or
even RSE. No waiting -- the image appears instantly and
since Picassa updates its database continuously the browser is
always up to date. It takes minutes for the thumbnails to
appear in the CS browser after a card full of images is added to a
directory and I have quite a fast PC. RSE is nippier but
still slower than Picassa2. And RSE is not as easy to use. I find
some things a little strange and non-intuitive. I'm starting to
use the Photoshop CS RAW plug-in more since I got the updated
version -- only days ago.
