Don, you really don't have to get it exactly perfect. Near enough is good enough. The pano software nowadays is very tolerant.
This is how I do it: <http://www.arach.net.au/~savage/Misc/IMGP3038.jpg> (BTW those aren't my hands/tripod/pano rig, they belong to another list member) I use a Starrett bulls eye level for the tripod & a Hama two axis hot shoe mounted spirit level for the camera: <http://www.bhphotovideo.com/bnh/controller/home?A=details&Q=&is=REG&O=productlist&sku=112360> Depending on how much time you want to spend leveling everything it can be as accurate or inaccurate as you want.
