The problem is that the overpopulation problem isn't in the 1st world nations (except Japan). Population growth in most 1st world nations is via immigration, the US being one of the few exceptions with a birth rate in excess of replacement rate.
The best way to curb population growth is to raise the standard of living in 3rd world nations.
