WRT Buffalo, I don't doubt that the air and water are cleaner than they were 20 or 30 years ago. That might be because it's been about 20 or 30 years since a factory there has actually been in operation. The industrial areas of Buffalo look like a bombed out war zone, with crumbling factories and warehouses.
