The problem with this is that people will either become afraid of "stepping out of line" with the police, making it easier for them to abuse their privilege, or else people will start baiting the police in an attempt to get monetary settlements from them for abusing their privilege. Neither is especially desirable. It's a pity the cops can't just do their jobs without abusing innocent people.
