This is so stupid and so ironic. Philly (where I live) is on its way to breaking its record for the number of murders in a year, which was set (IIRC) in 1993.
The police say the main problem is the large number of intimidated people who won't cooperate with investigations--"don't snitch" is the rule in the streets. So, to encourage cooperation, the police are abusing law-abiding citizens. Sheesh.
