Should, but in practice it does not always mean this. Often it does not mean this. Tom, the very smallest print I made at the lab was 8x10. That's the minimum. Depends on what you're doing with 'em and how you're doing it. The big sensor, big count backs are a different story. Please remember that the issue is squeezing more pixels into a physically smaller space.
