Picture framers almost always make the mat a little bigger at the  
bottom.  Apparently even matting makes the pic look a little too low  
in the frame for some reason.  It also gives space to put a title or  
something, and gives the framer a little margin when cutting the mat  
to fit inside the frame.

My engineer's eye must see differently to them as I always preferred  
even matting, which is how I make my own frames.
