They could have chosen several different sized sensors in this size/ price class by the economics, including 4/3 and maybe even 1/3x. Choices were available. Choosing the 1.5x or 16x24mm sensor size was a choice for commonality of format proportions, sensible engineering from the lens design, and economics. Personally, I'd have preferred a 4:3 proportion sensor. It would have fit my work from full frame to square to more oblong better, on average, with less overall waste of area for making my average crop.
