Flannel. When did wildlife ever (really) stand in front of money? All three tendering contractors withdrew due to ineptitude on behalf of HMG. They were expected to provide hard prices without even being able to get answers about the site they were expected to work on. In true government spin form, the management consultants who "organised" the tendering process won a gold award at the Management Consultants Association's annual bash for its "multidisciplinary expertise".
