Bids at ebay aren't really bids, they are proxys up to a max amount
That you enter. If you are the current high bidder and decide to raise
Your max the current price doesn't go up because its still you,
Price only goes up if someone else bids.

The first bid can be for your minimum. The next one will have to be
higher by an incremental amount. The highest bid wins.
