PS CS on Mac OS X stored them in a similar location:
    /Library/Application Support/Adobe/... etc
but this changed in CS2. Now there are a bunch of psp documents  
stored in the users'
   ~Library/Application Support/Adobe/Adobe Photoshop CS2  
Settings/... etc
area which contain binary representations of all the actions,  
settings, palettes, etc used at run time.

The .ATN files are created on demand when you export them from the  
Actions Palette, and go where you put them.
