A surveyor's tripod doesn't really have to be all that accurate. When
using a theodolite, errors in your readings will probably cancel out
or not be significant.

I remember, when I was a lad, doing a survey as part of my engineer's
training.  We were able to map a parkland area to within an accuracy
of a few inches without bothering about tripod stability at all.

The Victorian Surveyors produced maps of everywhere with their
technology and they were pretty damn accurate.
