I was frustrated during my student days as student allowances were also means-tested. It's reasonable to expect the incomes of both parents to be counted, but they never accounted for divorced parents, who between them have two mortgages to pay and two families to raise. Luckily the city I grew up in has a good university, so I was able to live at home while studying.
