I do this sort of thing from time to time.  Coworkers and friends of
coworkers have been a good source.  I work for a very large company,
and our facility has over 2000 employees.  So that's been helpful.
Once upon a time I knew a young lady who worked for a fashion model
school.  Had it not been for an untimely relocation I may have had
some opportunities to work with them.  You might also describe what
you're doing to someone who teaches art or photography at a local
college or university.  A friend of mine did this once and ended up
with quite a few contacts (people who have modelled for student
photogs, art school models, etc.)
