The way I saw it was the big city and the lonely hill.  I felt the
riders conveyed the loneliness pretty well.  So more of a
juxtaposition between the big, bustling city and the empty, lonely
hill.  Perhaps more of what Bob sees in it.

Some images don't work for some people - this was the case for you.  I
know sometimes images I see don't work for me either.

I do appreciate your candor.
