Indeed.  It counts the number of complaints and repairs.
When I take my BMW into the shop because the dealer-supplied plastic
license frame surround broke because their sales droid screwed it on
too tight that counts as one problem, just as it did when I took my
Mustang in to have the catalytic converters replaced.

People will complain about things that don't match the expected
quality of the vehicle.  Things that would be ignored on a Yugo
will be cause to return a Ferrari to the dealership for repair.
