It's a formation called tafoni. I'm certain of it because I once spent several days scouring Sydney's coastline for examples of tafoni to illustrate a magazine article.
Tafoni is created when rock undergoes repeated cycles of wetting and drying. Chemical impurities in the rock accrete into the areas defined by the raised ridges, which become hardened. The areas from which the chemical impurities are leached become soft and easily erodable. Beginning as mere dimples, the eroded pockets can eventually develop into caves.
