Because I'm bored and not very tired I've had a bit of a look around
the web. I think it may be a mock up of some type of international
drivers licence, as it mentions "Kirkuk, Irak". Also the phrase
"Kategorije Vozila za koje vrijedi dozvola" translates to "Categories
Vehicle for which time license" (using an online Croation-English
translator).

I have an un-blurred original & googling the name I find the same name
& picture pasted onto New Jersey drivers licence.

It's probably a fake but I still find it funny :-)
