If a person puts an image up and asks for comments, then what exactly 
are they asking for?
Are they only asking for nice comments?
Are they asking for constructive critisism?
The difference between an okay picture and a very good picture can be 
quite subtle, the difference between a very good picture and a brilliant 
picture, even more so.
If one is critiquing a very good picture, then that critique may very 
well take the form of nit picking.

I have read complaints before about critiques. One complaint that really 
sticks in my mind was a person who said the picture is what it is, 
accept it or not.
This leaves little room for critique, you either like the image or not, 
but aren't allowed to say what you think could be improved upon.
I have had complaints before sent to me offlist about what I say about 
people's pictures.
I have printed gallery exhibitions for some very talented people, I have 
had several gallery hangings of my own work, I have worked in and around 
photography pretty much my entire life. I have judged photo contests, I 
have won photo contests.
I've paid my dues, and I feel qualified to critique pictures.
That I choose to do it rarely is because often when I do, I get a few 
emails slamming me for telling the person what I think.
So yes, I am a little prickly on the subject of critiques.
