ISO 50 is useful if you want to use wide apertures in sunlight for
DOF purposes. Motion blur is a separate issue.
Even with ISO 50 I can only get to f/2.0 in sunlight. Fortunately
the only lenses I have that are faster than that take small (cheap)
filters, so using an ND filter is practical, albeit inconvenient.
I've run into the 1/4000 shutter speed limitation a few times when
trying to use my 80-200/f2.8 zoom wide open. In fact there were a
few times when the higher shutter speed of the PZ-1p wasn't quite
fast enough, even shooting Provia 100F; California midday sunshine
blows out the highlights if you expose using the Sunny 16 guidelines.
