We had a thread about this recently and I could not figure out why I had that problem, none of the suggested fixes helped. Finally after futzing around in the menus I found out why.
In Photoshop CS2 under "Edit/Color Settings/Advanced Controls/" at the bottom of the page is "Desaturate Monitor Colors By:" That is set, presumably by default, at 20%. Unchecking that option fixed the problem for me. Now my prints are pretty close to what is on the monitor.
