We had a thread about this recently and I could not figure out why I had 
that problem, none of the suggested fixes helped. Finally after futzing 
around in the menus I found out why.

In Photoshop CS2 under "Edit/Color Settings/Advanced Controls/" at the 
bottom of the page is "Desaturate Monitor Colors By:"

That is set, presumably by default, at 20%. Unchecking that option fixed 
the problem for me. Now my prints are pretty close to what is on the 
monitor. Of course now my photos all need to be readjusted to get them 
looking right on the screen.
