You can add a border in Photoshop, Elements, and probably any other editing
program.  The border then becomes part of the image.You can also upload the
pic as an HTML document and create a border using HTML.  If you use HTML,
you can add any background color you want.  If this is something you'd like
to do, and don't know how to do, I'd be happy to help you.
