It means "divine wind" in Japanese, originally referring to a hurricane that
fortuitously destroyed the Mongolian Navy many centuries ago and saved
Japan. In WWII it was the name of the suicide missions staged by specially
trained pilots against U.S. ships in the Pacific.

Since then, it's come into common currency to refer to any suicide mission
in which the agent of the attack is killed in the attack.
