From what I've heard, this is a Tokina development (it long preceded 
the DA version to market) that was placed in a new barrel for Pentax. 
It's the later lenses which are Pentax optical designs in Tokina barrels 
when sold as Tokinas (The 10-17 Fisheye and the new 16-50 and 50-135)
