No, four (at least) *teams* of hijackers, at least one of whom is
trained to fly a large commercial airliner and the others of whom can
keep control of a plane full of people with only a few knives. Also,
enough engineering talent to assess how to destroy a building which
was built to withstand a direct hit by a plane (Unfortunately a
smaller plane than was used), and to choose flights which would have a
heavy fuel load.
Also, these teams have to be installed in the USA, presumably some
time before, and communicate internally in an unreadable fashion.
Not quite the image of "robed camel-jockeys with the sand of the
desert still on their sandals" some would have us believe.
