Because having the flash on the rewind crank is a PITA. Unless you get 
the AS-7 which moves the shoe in front of the crank, and that unbalances 
teh camera worse if you don't have an MD-4 on it (The F3 is already 
awkward with a decent sized flash and no Motor drive).
