While I would not advocate destroting the entire country, we cannot be
afraid of every non-combatant casuality. To use your analogy, destroying the
house five blocks away wouldn't be justified but destroying the house next
door that loaned him the car to drive there and helped him hide the
explosives would be justified. Eliminating the neighborhood committee that
invited him to live there as long as he didn't blow up thier malls would
also be justified.
