Considering that the bars are on the upper floor, it makes sense that they're not to keep the dogs out. Horse meat has not been used in dog food here for many, many years (since _at least_ 1970) , although when the building was in service, the meat may have been used. I don't think whale meat was ever used here. Could be mistaken about that, though. In any case, it, to, has not been used for decades.
