Actually it's not "tied" real hard but
in practice there are limits of what can be done
with regards to viewfinder magnification of
a given screen size.

The deal is that if you want to magnify
a small screen to appear larger (case in point
with pentax APS format DSLRS) , the
VF eyepoint deteriorates. This is why
the high eyepoint SLR finders have
lower viewfinder magnification than
standard finders. Its a tradoff game.

Viewfinder size appears tied to screen size, which appears tied to 
sensor/film size.
A Pentax 6x7 has what appears to be a HUGE viewfinder.
