Maybe you can find a cheap $49 flatbed scanner with a
decent graphics program bundled with it. 

Most any digicam or scanner comes bundled with some
sort of graphics program. Last year I ended up with an
extra copy of Photoshop LE, which I donated to a PDML
guy's daughter.
