Adobe has gone to a unified licensing model with Lightroom: one package, one license. Both Mac OS X and Windows versions are included in the purchase package on CD. I'm not sure about the download ... they probably have separate downloads to save time.
But the download is only 20Mbytes or so, IIRC, so it's not too big a deal to download it twice.
