The top flap is held closed by Velcro as well as a snap buckle strap. Even the velcro alone is pretty good at keeping the bag closed, I've had few problems unless my 7 Million Dollar Home is fully loaded with glass (and then I simply use the buckle as well, normally I don't bother with the buckle)
