It's a numbers game.  Step one, get a free web account, step two get a 
free email accounts.  For each 10,000 scam e-mails expect between .01 to 
.1 % positive responses.  Repeat step one and two after the ISP shuts 
you down.  If everything is free except for the labor you only have to 
be successful for a few thousand dollars a week.  Lets face it.  If 
politicians can buy votes with the voter's own money, this is bound to 
work on at least 1 person in a 1000.
