Hi Chris, A representative from ebay actually rang me a few months back regarding them stuffing my billing to my credit card, anyway whilst I was the phone I asked what their position on the shipping/insurance thing and they said that as far they are concerned the responsibility falls on the party who is paying the shipping as they get to select the method and there for take responsibility. How ever if the item is sent via non-insured mail and lost the seller must keep the receipt to prove that they did send it, if they don't it is assumed that they didn't send it.
If they item is of a reasonable value I usually just pay the insurance anyway, as things do get lost.
