I can either just eliminate the Velcro and treat it as a casual throw-over, shave down the Velcro so that it's only very ineffective and doesn't grab or make noise, or replace it with a couple of magnets to hold the flap in place when working. A similar solution will also be applied to the front pocket that lives under the overflap, although a snap closure might be just fine for that one. Easy enough to manage.
