Marnie, I believe that dust on the lens elements is usually so  
completely out of focus that it can't show up as a discrete  
particle.  Too much of it can, of course, scatter light and reduce  
contrast.

  Dust on a sensor, OTOH, sits close to the plane of focus and casts  
a distinct shadow.
