I searched the web. While copying DVDs for  distribution is illegal, 
violating copyright laws, region free is not illegal.  Although sometimes 
attempts 
have been made to prosecute people under copyright  laws for changing a region 
to 
region free (evidentially, I guess, most of that  or all of that, it was a 
quick search, has not succeeded). Because regions have  nothing to do with 
artistic material copyrights really.

Wikipedia says  there is a whole other issue, that regions may violate some 
international laws  concerning free trade. So DVD regions are certainly not 
supported by every  country.
