NO, it wont prevent ALL illegal sales or importation from
occuring (its not clear to me which or if both may be
illegal in some way) but it would prevent the
large chains from selling them wouldn't it? They dont
do gray or black market stuff which is what these would
be if it's not legal to sell these non region coded 1 players
in the USA.

Well obviously I'm not a resident of the US so I'm not sure of what you
mean when you refer to "the major retailers" but it's fact that there
are a lot of retailers within the US that do sell non-region coded DVD
players. Whether they are breaking laws in doing so surely is up to the
government prosecutors.

Asserting that "the very existence of the region coding scheme would
make sales of non region 1 coded DVD players in the USA not possible for
the scheme to work" is a simple argument. It's sort of like like
suggesting that the existence of speed signs and the laws pertaining to
speeding will prevent people from exceeding the speed limit.
