I have one of these, but with 2 steps instead of 3.  It's what I thought 
when first reading this thread.  Mine gets used for painting, mostly, 
but it's light enough and easy enough to carry that it should be 
suitable for your needs.  If you're wanting to get away from the road a 
bit you might look into a bare pack frame.  Campmor used to carry one, 
but they don't seem to anymore.  This is the first reasonably priced

With something like this you could lash the step ladder and your tripod 
to it.  Probably your camera bag, too.
